(i)All members of the CCCA must be members of either the ECF or NMS in order to participate in any of the Association's events

Review of Rules
Proposal.1 The meeting seeks the membership’s approval to have
a professional person review the current set of rules and constitution to remove ambiguity and establish a clear set of rules and penalties to be incurred for
breaching those rules.
President and Chairperson
The current situation whereby the President fills the role of Chair at the AGM and other
meetings should be dispensed with and a chair elected by the membership and that person should not be the President.
ITEM 6
RULE 5 (DATES). Replace "TWO LEAGUE POINTS" (DEDUCTION) by "ONE LEAGUE POINT".
Add . "Any club which concedes a match shall also be deducted ONE LEAGUE POINT."

Amend RULE 6 to read: "The minimum number of players per team in each division shall be 5 from the start of the 2006-2007 season." Change (next sentence) "more
than 6 or 5" to "more than 5".

RULE 7
Amend as follows:
b)Replace whole by
Fees and registration form must be received by the League Treasurer by 31st October. Penalty for non-compliance will be ONE LEAGUE POINT deduction.If a club
wishes to play an unregistered player, the fee must be paid to a League Official prior to the match being played. A letter must ,then, be sent to the treasurer
and secretary confirming this registration.
PENALTY. ONE LEAGUE POINT DEDUCTED.
Any club in credit need only give verbal notice.
c) A list of players registered with the treasurer must be submitted to the League Controller by 30th September.
ALTERNATIVE PROPOSAL FOR RULE 7.
Fees must be paid by 30th SEPTEMBER each year, before the season starts.
Any defaulting club will incur a surcharge of £ ? per team. ( charge to be determined at AGM )
Any defaulting team not paying by 14th October will then be deducted ONE league point for each match played
after 14th until the fees are paid.
RULE 10 (TEAM LISTS)
Do away with the substitute within 30mins.

It is with great sadness that I report that Mike Welch has died. He was involved in a road traffic incident on Marton Road Middlesbrough on Tuesday 8th May and died
on Wednesday the 9th May form his injuries. Our deepest sympathy and condolences to all family and friends. Cleveland Chess Association

reminder that the deadline for proposals for rule changes is 15 May 2006. Any resolutions not concerning rule changes can be made up to and including the
AGM.However,it would be nice to receive these at least two weeks before the AGM so that they can be sent out with the agenda.I shall confirm the date ,time, and

Bill O’Rourke – NCCU President and Lancashire President
Dave Cole – NCCU Vice President and Cumbria President
Bryan Bainbridge – NCCU Vice President and Durham President
This is my own report and NOT the official mins
The meeting was set back 1hr 40mins due to the NMS working party meeting with the ECF Directors round the corner at the Golden Lion Pub.
Meeting started 13.40hrs
NMS Performance
NMS is doing very well, there is still more work to do but overall it is a success.
Cleveland has still not submitted all NMS signed forms to NCCU, although all the money has been paid.
Bill O’Rourke is going to send me a list of the clubs/people that will need to complete and return the NMS forms – I will let you know the outstanding clubs/people
and would appreciate your assistance in getting the NMS forms signed and returned.
ECF forms – question was asked why there was not a dual form, which covered NMS + ECF, NCCU said the ECF had rejected this, also why and do we have to fill the ECF
form in.
The top and bottom of this is, if you are an ECF member or a NMS member you must complete and sign this form and send it to the ECF, if you don’t you are not deemed
to be a member of the ECF. You only have to complete and sign the ECF form once and that’s it. This is in the agreement between the NCCU and the ECF, which has been
signed.
My personal view is that this ECF form and for that matter the NMS form could have been better organised, there is a lack of
structure to getting anything done from the grass root players up over. I strongly believe that the CCA Secretary should have handled this for Cleveland, he should
have contacted all club secretaries, got the information to them, they get the club members to complete the forms and then return them to him, the CCA Secretary
then sends them on to the NCCU and ECF – JOB DONE! This way the CCA Secretary can monitor information flow and chase up club secretaries where needed.
NCCU states that it has transferred £15K of monies to the ECF, games fee would have been £12,700 at this point so you can see that the ECF has gained around £2.3K
more at this time. NCCU told us that there was another £600 to be sent to the ECF.
ECF Meeting
This meeting started of rather badly with the ECF directors demanding the NCCU give the ECF the database of names and the NMS forms that everyone had submitted.
The NCCU presented their case to the ECF and at one point the NCCU was thinking about pulling away from the ECF, due to the ECF not listening and simply demanding.
Both sides have now agreed to a way forward, Dave Cole is going to put this agreement in writing and present this to the County Rep’s, if all in agreement this will
then go to the ECF for them to sign. All this has to be sorted by May 31st 2006.
The overall consensus of the meeting was, that it was better to work together than apart.
When I get this written agreement from Dave Cole I will post it on the web, should be about 2 weeks time.
So as I understand it

If all agree to be sent to ECF
ECF + NCCU sign up to the NEW NMS agreement
Database + NMS signed forms released to ECF

KO CUP - Proposal to change venue - Email from Ray below *******
Hi Steve
Because of difficulties with league fixtures on a Monday, trying to arrange Touchdown for the semi of KO cup is nigh on impossible.
Unless anyone disagrees vehemently, I propose semis at M'bro on Friday 5th May and finals at Touchdown on Monday 29th May.
Could you put that on website as a proposal and unless I get objections from teams in semis then we'll go with that.

providers of part time tutors and lecturers to colleges in the UK.
One of our client colleges, Prior Pursglove in Cleveland has asked us to find someone who would like to teach chess to adults. From looking at your site I cannot
